In a farewell address on artificial intelligence (AI) delivered before the inauguration of President Donald Trump in mid-2025, President Joe Biden outlined his administration's significant reshaping of AI policy. This transformation, largely superseded by the current White House AI Action Plan released in July 2025, revoked Biden's prior AI executive order from 2023.

President Biden emphasized the importance of people remaining in control in the age of AI, asserting that it is the most significant technology of the current time. He believed that America, not China, should lead the development of AI. However, he also acknowledged that AI holds both promises and perils for the economy, security, and society.

One of the key aspects of the current U.S. AI policy is its focus on AI innovation, infrastructure expansion, and international competitiveness. This includes accelerating federal permitting for critical AI infrastructure like data centers and semiconductor fabs, boosting capacity, and national initiatives to address workforce needs in high-demand tech-related occupations.

The plan also prioritizes national security through export controls and cybersecurity frameworks. The government will promote secure export of American AI tech stack to trusted allies and update federal procurement guidelines to ensure contracts with AI developers enforce objectivity and avoid ideological biases. A new AI Information Sharing and Analysis Center (AI-ISAC) within the Department of Homeland Security is planned to help coordinate cybersecurity and incident response related to AI threats.

However, the prevailing federal stance now emphasizes reducing regulatory barriers seen as hindering innovation, with private sector input sought on rule removals. Earlier Biden-era AI privacy and safety regulations, including requirements for transparency and trustworthy AI development, were revoked by executive order in early 2025. While some healthcare AI regulations remain effective, the Administration emphasizes accelerating private-sector AI adoption to ensure economic competitiveness.

The president did accuse tech companies of abandoning fact-checking, but he did not specify which tech companies he was referring to. He also did not mention any new achievements beyond what was previously mentioned in his address, nor did he provide further details on the executive order for energy support for AI data centers.

In January 2025, the Biden administration imposed new restrictions on U.S.-developed computer chips, a move aimed at curbing China's access to advanced technology. It is unclear how state-level AI consumer privacy laws will be handled alongside massive federal infrastructure funding, or what specific steps the incoming administration will take to address job displacement or reskilling caused by AI adoption.

President Biden also mentioned that neural networks could potentially cure cancer, highlighting the immense potential of AI in healthcare and other sectors. His farewell address on AI served as a call to action, emphasizing the need for continued investment in AI research, development, and regulation to ensure a future where technology serves humanity, rather than controls it.
