Authorities conduct searches at companies suspected of illegal recruitment practices in tech industry

Taiwanese authorities are currently investigating 16 Chinese-funded companies, suspected of illegally poaching high-tech talent from the nation's semiconductor and other related industries.

These companies, which include known suppliers linked to tech giants like Nvidia and Apple, such as Victory Giant Technology and Goertek, have been accused of using shell companies and covert methods to operate unlawfully within Taiwan while recruiting local high-tech engineers [2]. Since 2020, investigators have discovered over 100 cases of such talent poaching activities [2].

The investigation also reveals that the companies under scrutiny are suspected of engaging in other illegal business operations within Taiwan [1]. Taiwanese investigators have conducted raids on these companies as part of the ongoing probe [3].

The probe highlights concerns over economic and national security risks associated with supply chain transparency and illicit recruitment practices within the critical chip industry [1]. Taiwan is a global powerhouse in semiconductor manufacturing, producing more than half of the world's chips and nearly all of the high-end ones [4].

The Ministry of Justice Investigation Bureau started probing SMIC and other Chinese companies in March on suspicion of illegal talent poaching [5]. The investigation into Chinese tech giant Huawei Technologies Co and chip titan Semiconductor Manufacturing International Corp, which were put on an export blacklist by Taiwan this year, is also ongoing [6].

China is racing to develop advanced chips used in artificial intelligence systems due to export restrictions imposed by the US [7]. Taiwan has accused China of carrying out espionage activities in the nation [8].

Authorities have stated that several illegal mainland-funded enterprises have been stealing Taiwan's high-tech secrets through illegal poaching [9]. However, no charges have been filed yet in this case [10].

The authorities emphasize the necessity to deepen understanding of supply chains to mitigate potential economic security threats posed by such activities [1][3]. As the investigation continues, the outcome and any potential penalties for the companies involved remain to be seen.
