Commencement of Enrollment for Rwanda's 2026 National Digital Identity Program

In a significant step towards modernizing its identity management system, Rwanda has initiated the rollout of a new national digital ID as part of the Single Digital Identification System (SDIS) project. The project, initiated in 2023, aims to provide every citizen, refugee, and foreign resident with a secure and universal identification[1][2].

The registration process began on August 7, 2025, with biometric capture anticipated around mid-September 2025, targeting full implementation by 2026[3][4]. The new ID will be available in three formats: a physical card, a digital version accessible via devices, and a lifelong unique authentication number[3][4].

The system involves biometric enrollment (fingerprints, facial recognition) secured under the National Identification Agency (NIDA), ensuring identity verification accuracy and security[1]. An Automated Biometric Identification System (ABIS) will be utilized for deduplicating records, enabling real-time biometric identification, and supporting the printing of the cards[1].

The benefits of Rwanda’s SDIS digital ID system are substantial. It promises improved security and identity control, allowing holders to control what personal information is shared and when, enhancing privacy and data protection[1]. The ID also provides a secure and singular identity for all population segments, facilitating inclusion[1].

Integration across public and private sectors will streamline citizen access to services such as healthcare, education, banking, and social protection, contributing to digital transformation and socio-economic development[1]. The system complements national connectivity improvements and other e-government initiatives, promoting efficiency and reducing identity-related fraud[1].

According to the Director General of NIDA, Josephine Mukesha, the new digital ID will not get lost and will allow citizens to control what information to share and when[5]. Approximately $8.5M is allocated for the project in the years 2025-2026[6]. The old ID cards will be phased out once the new system is live in 2026[7].

The SDIS project represents a major leap toward a modern, secure digital identity ecosystem designed for convenience, security, and broad societal impact. Nationwide sensitization campaigns will be conducted to encourage participation in the new digital ID system[4].
