President Trump Takes Action Against DEI Across Federal Government and AI Development

President Donald J. Trump has taken a series of actions aimed at dismantling diversity, equity, and inclusion (DEI) programs across the Federal government and ensuring the development of AI systems based on ideological neutrality and factual integrity.

In January 2021, President Trump signed executive actions to end radical and wasteful DEI programs and preferencing. This was followed by the signing of a Memorandum in March, removing DEI from the Foreign Service. In April, an Executive Order ensured school discipline policies were based on objective behavior, not DEI.

In a bold move, President Trump stated, "We will terminate every diversity, equity, and inclusion program across the entire Federal government." This statement was followed by the termination of DEI bureaucracy within the Departments of Defense and Homeland Security.

Fast forward to January 2025, President Trump signed an Executive Order to reverse harmful Biden Administration AI policies and enhance America's global AI dominance. This Order addressed ideological neutrality and truthfulness in AI models used by the federal government, mandating that AI systems procured by federal agencies adhere to the "Unbiased AI Principles."

These principles require AI to prioritize truthfulness, historical accuracy, scientific inquiry, and objectivity, while acknowledging uncertainty when information is incomplete or contradictory. AI must also be neutral and nonpartisan, avoiding manipulation of responses for ideological agendas such as DEI. Developers are barred from intentionally embedding partisan or ideological biases unless specifically prompted or supported by accessible information to the user.

The Order directs agency heads to procure only AI models compliant with these standards and includes contractual enforcement mechanisms holding vendors accountable, including penalties and contract termination if these standards are violated. The Director of the Office of Management and Budget (OMB), with federal leaders, is tasked with issuing guidance to implement these principles in procurement practices.

This Executive Order is part of Trump’s broader AI Action Plan aimed at removing regulatory barriers, promoting American AI dominance, and reversing prior policies supporting DEI-related considerations in federal AI development and use. It marks a sharp shift from the previous administration's approach by focusing on eliminating what is described as "woke" AI and ensuring that federal AI systems are built from a standpoint of ideological neutrality and factual integrity.

In addition to these actions, President Trump also signed Executive Orders in April 2025 to advance AI education for America's youth and to facilitate the rapid and efficient buildout of data infrastructure and promoting the export of American AI technologies. These actions further solidify President Trump's commitment to harnessing AI to strengthen national security, economic prosperity, and technological leadership.
