As of mid-2025, Germany's fiber-optic internet coverage has surpassed the original government target, with approximately 53% of households, businesses, and government offices connected[1][3][5]. Industry forecasts project this coverage could reach 60% or slightly more by the end of 2025. However, achieving full nationwide coverage by 2030 is considered unlikely; estimates foresee coverage between 82% and 92% by 2030 due to the high cost and complexity of connecting the "last few meters" to remote or difficult locations[1][3][5].

Germany aims for 100% fiber coverage by 2030 as part of its federal Digital Strategy and Gigabit Strategy, which also focus on improving energy and resource efficiency as well as expanding the latest mobile communications technologies[2][3][4]. To achieve these ambitious goals, the government is:

  • Providing increased incentives and subsidies for self-sufficient fiber expansion.
  • Reducing regulatory barriers and red tape to accelerate fiber deployment, especially in multi-dwelling unit (MDU) homes.
  • Promoting cooperation between operators, such as the partnership between 1&1 and Deutsche Glasfaser to expand fiber in rural regions.
  • Strengthening the role of key regulatory agencies like the Federal Ministry for Digitalization and Government Modernization and the Federal Network Agency to improve framework conditions and competition[2][3][4].

Despite these efforts, challenges remain, including limited investment willingness beyond a few major players like Deutsche Telekom, the complexity of last-mile connections, and technical exhaustion of legacy DSL infrastructure[2][4].

According to Breko market analysis, the goal of 100% coverage will not be met, with the fiber-optic share expected to be between 82 and 92% in 2030[1]. Breko calls on politics to provide investment incentives and planning security to help fiber-optic companies gain momentum[1].

The current federal government (CDU/CSU and SPD) has committed to nationwide fiber-optic expansion but has not set a deadline in its coalition agreement[1]. The outgoing traffic light federal government had set the goal of achieving nationwide coverage by 2030[1].

It's worth noting that the figures provided refer to the "Homes Passed", meaning fiber-optic is at least present in the street in front of the house[1]. As of June 2023, fiber-optic coverage was at 52.8% of residential, business, and government buildings[1]. In some cases, the cables end at the street due to homeowners not wanting the cables laid to their building[1].

Cable TV and internet via telephone lines (VDSL) are outdated models with relatively low transmission speeds[1]. Fiber-optic technology is considered the best way to meet the growing demand for data[1]. As of the current data, about a quarter of residential, business, and government buildings have the fiber-optic connection directly to the building ("Homes Connected", 27.3 percent, rising)[1].

In summary, Germany is on track to meet near-term fiber coverage goals but faces challenges in fully achieving universal fiber-optic internet by 2030.
