Hydro Power Plant's Innovative Information System Tried Out at Sahaenergo Pilot Site (Russia)

The energy company JSC 'Sakhaenergo' has announced the implementation of a new Information System for Managing Investment Projects (IS UIP). The system, anticipated to improve the quality of management decisions, will replace scattered tools for managing investment projects currently in use at the company.

Timeline for Implementation

The project is set to follow a phased approach, with the planning and design phase expected to last 2-4 months. During this period, the project scope will be defined, stakeholders identified, feasibility studies conducted, and the system architecture outlined.

Following this, the procurement and customization phase will commence, lasting 3-6 months. This includes the acquisition of necessary hardware or software, customization of the system to meet specific needs, and integration with existing systems.

The testing and quality assurance phase, lasting 2-4 months, will involve unit testing, integration testing, and user acceptance testing (UAT) to ensure the system meets specifications.

Deployment is scheduled for 1-3 months, during which the system will be deployed, access controls configured, and training sessions set up for users. Post-deployment, there will be an ongoing auditing and optimization phase, primarily during the first year, to monitor system performance, gather feedback, implement updates, and optimize processes.

Expected Benefits

The comprehensive coverage of processes by IS UIP is expected to increase the transparency, responsiveness, and efficiency of management. The new system is predicted to reduce project implementation time and costs, provide unified access to up-to-date information for all process participants, and simplify reporting.

Other anticipated benefits include improved transparency and accountability, enhanced efficiency, increased collaboration, cost savings, and risk management. The pilot project, planned to include not less than three investment projects, is expected to be completed by January 2026. A business game in Yakutsk was held with the participation of all relevant departments to prepare for the implementation.

JSC "Sakhaenergo" has been chosen as the pilot site for the new system due to its successful experience in project management, including the launch of the Information System for Gantt Chart Planning (IS GCP). The new system is designed to automate approaches to managing investment activities through digitization of all stages, from idea formation to object commissioning.

For a more precise timeline and detailed benefits analysis, specific project documentation or direct communication with JSC 'Sakhaenergo' would be necessary. The new system is expected to significantly improve project planning, control, and implementation processes, as stated by Stanislav Savvateev, head of the Group for Accompaniment of Priority Projects of JSC "Sakhaenergo". It is also planned that more than 80% of the pilot team members will successfully complete certification for working with the new system. The new system will allow for real-time synchronization of actions of all project participants.

The new system is based on an analysis of business processes and includes 12 typical schedule templates. IS UIP is a centralized digital platform that combines functions of calendar planning, cost accounting, work completion tracking, analytical reporting, and change management. The implementation of IS UIP is part of JSC "Sakhaenergo's" commitment to digital transformation and improving its project management capabilities.
