Implementing Innovative Parking Solutions: Ministry of Transport Releases Guidelines for Russian Municipalities

In a bid to improve urban mobility and optimise space usage, Russian megacities are leading the way in adopting advanced parking management practices. These strategies, which are pioneered in cities like Moscow, St. Petersburg, and Yekaterinburg, are now being recommended for other municipalities across the country.

The Ministry of Transport suggests that cities with a population over 500,000 establish separate structures responsible for parking policy. This recommendation forms part of a government roadmap for parking infrastructure development, which emphasises the implementation of modern, technology-driven solutions tailored to urban contexts.

Key recommendations within this roadmap include the adoption of digital and smart parking management systems, integration of parking infrastructure with broader urban transport and mobility planning, the development of automated parking systems, and the promotion of multi-modal transport options. The roadmap also encourages public-private partnerships and innovative business models for sustainable parking infrastructure funding and maintenance.

These strategies are not limited to the digital realm. Megacities are also recommended to equip parking lots with charging stations, lighting, CCTV, and occupancy monitoring systems. A change in the principle of creating parking spaces for personal vehicles in cities is planned, with regulatory documents for "flexible parking space normalization" near residential complexes set to be developed by December 2025.

The practices also extend to a more streamlined approach to parking operations, with automation of processes, online payment, booking of spaces, and a differentiated approach to the issuance of permits. Notably, the Ministry of Transport recommends issuing parking permits to participants of military actions, including the SVO, without charge and on an indefinite basis.

Residential parking permits are proposed for specific district residents and certain categories, such as pregnant women, large families, pensioners, and orphans. Cities are also advised to adopt proven practices from megacities in parking management and conduct an inventory of existing parking zones.

The shift towards smart, technology-based parking solutions in Russian megacities is part of a global trend where digital governance and integrated urban planning are priorities. These practices aim to address urban challenges, improve efficiency, and enhance the quality of life for city dwellers. A 10-year strategy for the development of parking space is proposed, including the phased introduction of new objects and digital services.
