The Gallant Commission is delving into allegations that Karl Malenfant, the former vice-president of technologies at the Société de l'assurance automobile du Québec (SAAQ), may have tailor-made calls for tenders for 'Mado and Loulou.'
Malenfant is accused of ensuring the participation of SAP in the SAAQclic project through unofficial channels. The SAAQclic project, worth $458 million, led to a significant digital transformation for the SAAQ.
The investigation stems from the fact that Malenfant sent Deloitte's submission for the SAAQclic project four days after the initial deadline, on April 8, 2016. Initially, Malenfant claimed he 'had not had access to the submissions.' However, the Gallant Commission later revealed that he had access to them.
In an unusual turn of events, Malenfant sent an email containing Deloitte's 'response book' for the SAAQclic project from his professional email to his personal yahoo mail on April 8, 2016. The document in question was supposed to remain in a secure vault. Malenfant claimed to have no memory of the email exchanges, but when confronted with the revelation, he appeared shaken and expressed confusion.
On April 10, Malenfant exchanged gmail login details with consultant Louise 'Loulou' Savoie about the submission in question. The nature of these emails is not fully disclosed, but it is known that SAP is part of the duo that won the call for tenders for the SAAQclic project.
The Gallant Commission is trying to demonstrate that Malenfant favoured the SAP firm. No new details about the nature of the emails exchanged between Malenfant and Savoie on April 10 are provided.
