Vehicle drivers found without GEO tagged risk receiving automated fines from road cameras.

Russia is set to implement a new system for monitoring compliance with mandatory auto liability insurance rules, starting from November 1, 2025. This announcement was made by Ekaterina Solovyova, an automotive lawyer and expert from the "People's Front. Analytics" direction, to RIA Novosti.

The new system is designed to make it easier to detect the absence of an OСАГO policy, a mandatory insurance for vehicle owners in Russia. It will use road cameras to identify vehicles without valid OСАГO policies and cross-reference their registration numbers with a unified database of insured vehicles. All officially registered insurance policies in Russia are automatically entered into a general electronic system.

Currently, approximately 10-15% of drivers in Russia still operate vehicles without a valid insurance policy. This new system aims to reduce this number significantly. Solovyova stated that the new system will be economically beneficial for insurance companies because it will force drivers to obtain a policy.
