Zimbabwe's National Artificial Intelligence (AI) Strategy: Embracing the Digital Future

Zimbabwe is set to take a significant step towards technological innovation with the launch of its National AI Strategy in October 2025. This strategic policy framework aims to position Zimbabwe as a hub for digital advancement in Africa, leveraging AI as a key driver towards achieving national development goals and economic sovereignty by 2030.

Key Focus and Goals

The AI strategy aligns with Zimbabwe's National Development Strategy One, targeting an upper-middle-income society by 2030. It prioritizes digital transformation as a critical enabler for sustainable socioeconomic growth and competitiveness. The policy envisions AI serving humanity broadly, with the aim that "every village is connected, every child educated, and every youth has opportunities" through AI applications.

The strategy also emphasizes secure data storage and data sovereignty, complementing existing frameworks like the Cyber and Data Protection Act to protect national data integrity. It aims to position Zimbabwe as a trailblazer in technology policy at the continental level, supporting Africa’s leadership in technological innovation. The strategy encourages AI integration across multiple sectors to address developmental challenges and promote sustainable, inclusive growth in Africa.

Consultation Process

The strategy's development was a collaborative effort, involving broad stakeholder consultations to ensure inclusivity and relevance. The launch event in October is expected to be officiated by the President, signaling high-level political commitment. The strategy will be strengthened by outcomes and recommendations from the inaugural AI Summit for Africa held in Victoria Falls in August 2025, a platform for knowledge exchange, strategic partnerships, and policy dialogue to accelerate AI adoption across Africa.

Engaging the Public

Dr Chirume, the ICT Permanent Secretary, acknowledged the need for personal participation in such processes, stating that she too has not participated enough in the past. She encourages individuals to participate in the AI strategy development process, rather than just complaining from the sidelines. The AI strategy development work is ongoing, and the process is open for public participation.

A History of Ambition

Previous similar talks about technological advancements have occurred in Zimbabwe, such as the Gwanda Solar Project, which, like any ambitious project, faces the risk of failure. However, the AI strategy is focused on real-world impact, aiming to develop and export locally relevant AI solutions to help Zimbabwe leapfrog development stages and reach Vision 2030 goals faster.

With a high mobile penetration rate of over 90% and improved internet access, Zimbabwe is well-positioned to embrace the digital future. AI is transforming various sectors in Zimbabwe, including agriculture, healthcare, public services, and national security. The AI strategy is intended to help Zimbabwe continue this transformation, establishing itself as a leader in digital innovation on the continent.
